Right now Haiti is in chaos and vital offload/onload points such as the airport and seaport are out of commission. There's also the real logistical problem of finding a safe place to distribute these resources to the Haitians who need it most. Furthermore, there are command, communications, and technical expertise issues to address. Logistics is the main hindrance now.
Goodwill isn't enough. An effective aid and recovery program has to be met with a solid plan and highly organized cooperation between all relevant agencies on the ground, including the crippled Haitian government. And how much good is air dropping food goods here and there going to do when there is no mechanism for the safe and orderly distribution of those goods?
