So he is merciful to all muslims, but not to everyone else who he created himself. It is very true. The Prophet Muhammad said: إن الله يقبل توبة العبد ما لم يغرغر "Allah will accept the repentance of any one of His servants, as long as he is not in the moments of death."
As long as a person is still breathing, if he sincerely asks Allah to forgive him, Allah will definitely forgive him.
Allah said in Quran: ومن يقنط من رحمة الله إلا الضآلون "Who could give up hope in Allah's mercy, except for the misguided people?"
Lastly, Allah also said in the Quran, that all those who did the great sins will enter a terrible valley in the Hell-fire, called "Athaam"!
Then Allah said: إلا من تاب وعمل صالحا فأولئك يبدل الله سيئاتهم حسنات "Except for those people who repent to Allah, and believe, and do good deeds. Those people ~ Allah will turn all of their bad deeds into good deeds!!!" Allahu Akbar ! Allah is soo merciful :) :) :)

Allah says, O son of Adam, if your sins were to reach the clouds of the sky and you would then seek My forgiveness, I would forgive you.
When a person sins and then sincerely turns to Allah, one will find Allah ready to accept his repentance forgive him, as the verse says:
And whoever does a wrong or wrongs himself, but seeks forgiveness from Allah, he will find Allah forgiving and merciful. (Surat an-Nisaa 4:110)
