If you notice, the Episodes of liberty city are part of GTA IV these 2 extras are part of the story, if you completed GTA IV Then its best to complete these 2 extras, its a whole story.

I highly doubt it will be coming to PS3 but It would be nice to see it when its released as a set(its one thing for microsoft to have exsclusive DLC rights to it) but is a different matter entirlly if they get the rights to it %100.That would be just plain greedy.
