You know look at Germany itself it is an underground country. i was stationed in a place called Merrel Baracks and we never knew how many floors were under our above ground facility. It was rumored to be flooded and booby trapped. And the walls of all the above ground buildings were 2-3- 4 feet thick. reinforced concrete. Underground motor pools roads to train stations and autobahns and factories. If disaster hits Germany they are well prepared to survive if not even thrive underground.
