I'm pretty sure that PE did that, inviting people to remix their songs, with the best remixes to be included on an album. They did include some of these remixes on their _Revolverlution_ album in 2002, including a fan-submitted remix of "Arizona."
However, the ECC's version was released on their _Gunderphonics_ album in 1994, which, I believe, was years before PE did that. Being a sort of techno-geek audio collage / mashup group, though, I think ECC probably just did it on their own.
Nice! I have the original 7" of this. Evolution Control Committee was sued. Herb Albert sued them. PE didn't. I'm going to play this thing at my wedding.

Alpert is the one that gets it. His intellectual property was stolen by people with nowhere near his talent. DJs deserve little credits for these mixes. They are nothing but leeches.
Creating hybrids of existing art is as old as cave painting. What makes this track great isn't that it uses HA&TB-- there's any number of instrumentals they COULD have chosen-- it's how it uses that track, intermixed with PE, to make a commentary on both tracks simultaneously. But if, in the 21st century, you can't deal with sampling... best of luck, cause it's gonna get worse.
There used to be some on youtube, all gone now. At one point there were some PE videos streamed elsewhere, but it took some digging on Google. Rumors abound that PE will eventually put out a dvd, but no firm word.

I think PE posted the vocals sans music a long time ago. But you'll have to ask the ECC to be sure.
