"blazing fast" is a relative term, compared to a 14.4k modem in which a standard cell phone web browser uses 3G @ 500kbps really is "blazing fast". On average 3G is about the speed of the phone company's basic DSL plan and 4G is about the speed of the cable company's basic internet.
From the link in the description: "When you do not have network access, functionality that depends on it [Chromebook] will not be available." So, no internet = no computer. And unless all the DVD games i have can be played on a browser, this is one for the old and optimistic.

Google's been pushing offline support for a good while now, and google mail & docs have actually supported it for a few years (they resync when you connect again). Basically if the site was specifically designed to work while you're offline then it will. Hopefully this will be pushed for with most utility sites you add through the chrome store.
Actually, the 3G speed is alot better than what you see on Smartphones. My 3G is just fine to use in comparison to a typical Wifi network. I dunno why that is, but it's convenient.
