They are looking around ensuring that they aren't being watched, it is why they are dashing across the road to make the dump, and it is why they have lookouts stationed at strategic vantage points. Also they do not give the go-ahead for these missions UNLESS VISUAL IDENTIFICATION IS MADE. There was a ground element who gave confirmation of weapons or presence of known wanted personnel. If you want to see real murder watch the Berg execution video
