Followed the directions here and created the custom restore. Launched iTunes, hit option (held down) and then "Restore". iTunes says "Extracting software", then "verifying software with apple" and then I get a dialog box that says "The Apple TV "Apple TV" could not be restored. This is just a suggestion, so don't kill me if it doesn't work. What worked for me when it told me I was ineligible for a firmware, I just shift-click on update instead of restore and selected the firmware.
