On the other hand BOPE kicks ass - it's not police, rather military policing force (under ministry of defence). Whole problem wouldn't exist if drugs were legal. BOPE wouldn't be needed. It's neverending war. The same middle and upper classes that funds BOPE by paying taxes, create drug market by buying drugs, and only poor are the ones that hurt. Legalization is the only way!!!
