That's when they go to commercials or end an episode without using the beeping tones or whatever. It's used to pay tribute to those who have died. Those that are good characters and well-liked ones that is. Only a few people have received it. Teri Bauer (Jacks' wife) at the end of season 1, George Mason in Season 2, Ryan Chappelle in Season 3, Edgar Styles in Season 5, and Bill in Season 7.

Those are the only characters I can think of that have received it.
