This track is supposed to sound like a Nazi speech- menacing, demonic, German, and eliciting cheers. The cookies without eggs is a metaphor for a society without Jews, though the same could probably be said for any culture/religion/race... Tool is ridiculing Hitler, making his goal seem as promising as cookies without eggs.
