a governor is what keeps an engine from winding up until it blows up. Don't remove the governor, just losen it and then retighten the cross bar to the choke selector on your carborator. I made the same modification and my two seater go cart goes 40 mph on the street with my brother and me, ( about 340 pounds worth)

Its a 1" comet clutch. But i welded on a jackshaft setup so i could gear it down.

It had a Heavy duty comet on it. It had a custom jack shaft that i was able to change gear ratios with.
