Well here's the deal. For some odd reason, too many people have bought into the pervaisive Western idea that somehow personal responsibility and societal accountability are mutually exclusive ways of addressing issues. On one side are idiots saying everything is the individual's fault, and on the other are other idiots who always wait for action from the power structures. They are idiots only because they fail to realize both exist and are essential for progress. So where do you fall?

Too many. I saw too many 20 year olds in high school, and some older than that.
Some kids stay in school until their 20's even though they don't want to learn and fight with teachers, because they don't know what they'll do when they leave!

@scootigger Yes, BUT he kinda contradicted himself in the film. In the beginning he said "Take down those cages in the cafateria. If you put up bars they'll think they're animals" What do you call chaining the doors? It might keep bad influences out, but you're locking the kids in school like animals. It's only going to get worse in today's soceity. Schools and the cops are nothing but bullying institutions that could care less about harming anyone who will cross their path.
