Why is he machining it with the new valve seals on?

Normally you try to fit the new valve springs before assembling.

I think it was a matter of the seals were installed then he discovers the springs were of a smaller inside diameter. Said that he made a special tool to be able to do it.

I know, but normally if you use other valve springs you try to fit them first before assembling the valve seals and the rest of the parts.
