Could be because of the helicopter. The wind physics of the helicopter is it can still move things through the ground. Since the stalls are loose, the gust of wind from the helicopter properllers move them. Try it again without a wanted level and you'll see it's nothing. =)

Happens when people are inside the bathroom, and when you shoot, they run out of the bathroom stalls, and some run inside (to hide or broken AI). Then they run out again. :)
