When you have a double underhook and pull someones hips towards yours you essentially control their center of gravity (usually a little lower than the belly button). From here you can do all sorts of suplexes, trips, or even just walk forward into the mount if you're dealing with someone whose not that experienced. All your power originates in your base, and when you underhook and take that away from them, they're extremely vulnerable.
