The exact same thing happened in the West Bank during the Intifada war. They would fire from behind civilians, and the Israeli troops, under fire, would not receive permission to return fire for fear of collateral damage. Every time a civilian is hit over there it is an international news incident.

I saw paratroopers dropped from the Brigade because they had fired on a car that ran a checkpoint, as per orders. The IDF takes casualties to minimize civilian deaths all the time.

The M14 is perfect for its roll as a "Squad Designated Marksmen" weapon. Its a secondary weapon, like the shotgun, or 9mm.  Its used for Counter Sniper, or that long shot.

Seriously? I'm sorry Im only a US Army Infantryman. Im only in 3rd Brigade 2ID (The same Brigade pictured in this video. Only thats 5/20 IN. I'm a Tomahawk from 1/23 IN...just got back from Iraq been Infantry for 10 years.) I think I'm a subject matter expert. (That Observation Post..thats why the M14 comes along...they are also stored in the Strykers incase the dismounts need to grab it real fast incase of emergency)

Its a secondary weapon system just take my word for it. and those are not m16's ...those would be M4 Carbines. SDMs carry M14's and M4's.

Team Leaders carry a Shotgun and an M4. Yes we have many different weapons, missions dictate what we bring. and Baquba was a house to house firefight. We brought everything including the kitchen sink.
