They're working in the first instance under the Uniform Commercial Code of 1933. The next jurisdiction level is of course Admiralty Law (Vatican Canon Law of 1984) and then the final jurisdiction level is Talmudic Law. All of course controlled by the Inns of Court at the sovereign state of the City of London who pay the Federal Judge checks printed by the U.S. Government.

Here in RI, we held a protest outside the local mall to oppose the UN flag being there. It was also flying a foot or so higher than our flag. Then, the responses in local media to our effort exposed several other UN flags in RI, and the worst of which was fling higher than the US flag and the POW flag at the War Memorial park in Providence.
