According to philosopher Thomas Hobbes if you have someone prone to making a decision based on strong emotions it is politically efficient to leverage other even stronger emotions to get them to not behave that way. Eg. if an emotionally stressed criminal learns of a particularly bad punishment he won't be likely to do the crime. So I don't see why stressing the mother is bad.

However, the percentage of pregnancies ending in abortion has decreased faster under Bush than under Clinton.
