None of you are right. Aria of Sorrow does not say that Julius is the most powerful vampire hunter "ever", it just states that he's the most powerful vampire hunter, leaving this up to interpretation.

But none of this matters because Simon, Trevor, Richter and Julius are so close in power that if any one of them is stronger than the other, it's a marginal difference and so none of them really have an edge over another.

It doesn't mean that he is the strongest Belmont, but possibly just the strongest vampire slayer of his time at the moment. Richter, on the other hand is considered as the strongest Belmont of the Belmont clan.
