This scene reminds me of that little story called "A Modest Proposal" by John Swift I believe. I'm not aell that sure.

But basically he wrote that in a similar way that Will Ferrell is talking about Chaka.

The story is just a proposal by a upper class rational man who was proposing that children be eaten and different ways to cook them and what ages were too old (14 was pushing it). The narrator was talking about how much problem it would resolve, like population and hunger. It's quite funny.
