Governments have made wrong decisions all throughout history. It's a process of improvements and changing of leadership until we get it right. This doesn't mean that because a new PM is excited about being elected that he should apologise about the 40 years prior government's actions.
Yes governments have made wrong decisions in the past. He apologised because some of these wrong decisions resulted in wrongs against the people, not because he was excited. Governments should perhaps get into the habit of apologising more often.
I wouldn't think so if they are genuine. However, if apologies are not followed by action then they will start to look like lip-service. i.e. yes in that case.
