@OCoptimusconvoy He has killed races - but in his defence, he time-locked his own race (no time travellers can get in or out of the lock) because they were planning on destroying reality, going mad in the final days of the Time War. He's tried his best to kill the Daleks, because they're trying to kill everyone who isn't a Dalek.
Most of the people who die (go check out a clip of The Doctors Soul Revealed) are people who are following him, trying to help everyone else. Or they kill people.

I think 'the Time Lord Victorious' is a great foreshadowing of what the Eleventh Doctor will face. If you think about, the Ninth and Tenth were really fighting remnants of the Time War - the Daleks, the Master, the Time Lords themselves. The Eleventh seems to have finally moved on from that. But anyone who remembers the Valeyard from classic Who knows that he was said to have come from the Doctor's eleventh incarnation. I think the Eleventh will be primarily fighting his own dark side.
@OWADesign Actually the Valeyard gets formed during Doctor's 12th incarnation. But the setup is interesting because perhaps the eye-patched lady may have seen the Valeyard and is terrified of him. So she is doing everything she can to prevent the Valeyard's existence from happening by having young River kill the 11th Doctor before he can regenerate into his 12th persona.
Oddly enough-no one would know now that he did break the laws of time on purpose once-as the 2nd Doctor-and the price was he had to become the Third Doctor, exiled to Earth.

I quite agree. I kinda hoped to see The Valeyard or something. Would have loved to see a bit of evil or dark Doctor messing around with time and the lives of others.
@Rahhelthethird I honestly think the Eleventh Doctor is dealing with the guilt of not just having to destroy Gallifrey, but moments like this. I think he realizes he really did go too far and has a lot of self-loathing as a result of it. Especially after little hints like The God Complex, he's more afraid of the Valeyard than ever.

@m1ggyzzz Well, actually, I think the Doctor learned that he couldn't control time; he was not the literal 'lord' of it. That really beats him down a bit, since he'd had that idea growing in him for so long. So, when he regenerates - since that is the evidence of the power of time, even over a time-lord - he would have been sort of put in his place. Which ushers in the Doctor of Matt Smith - the bored, the defeated, the old. Maybe that's why he is so shocked to find that time can be re-written.
