You have to link all three teleporters. It then costs 5,000 points to upgrade a weapon. If it is a weapon on the wall, after it's upgraded it costs 4,500 points to buy ammo for it.

you have to link all the teleporters by going to the teleporters press x or o and run back to where you spawn on level 1
