The people of new orleans had plenty of time to evacuate which they should of seeing as the city is below sea level, but many ignorantly decided against evacuation.

If our Commander in Chief didn't have our National Guard tied up overseas in a bogus war, then La. might have been able to deal w/the situation that occurred. Furthermore, if the entire state is affected (e.g. Hurricane Katrina), then the fed. gov. must get involved in order for the residents to have somewhere to go when they evacuate. Next time educate yourself before you make claims about what Australians understand.
You are using propaganda to try to get an emotional response. The National Guard was available, and they did come in for relief efforts, but most of their efforts had to be directed towards preventing rioting and looting. The devastation from Katrina was due to the fact that nobody evacuated (which was the responsibilty of the major of New Orleans). It was not due to the fact the federal government screwed up.
