Not all lanes are marked, and sometimes it's legal to park in the lane nearest the curb, so in that case they'd only be blocking one lane. But the red curb and "No Parking Any Time" sign suggest they shouldn't be in either lane unless it's an emergency.

@ustfdes They are not federal agents, they are federal police officers...who happen to work for DHS-FPS. Federal agents are criminal investigators aka special agents. The only time you will ever recognize/see a federal agent in public is if they are conducting a raid (search/arrest warrant). Federal agents do not wear uniforms.
