first i clone stamped n patched out the eyelashes after that made a selection around the eye and filed the selection(ON A NEW LAYER) with clouds filter u can either feather the selection radius before u fill it or u can soften the edges after but with the selection still active apply a radial blur to it. i made a smaller one on top colorized it n applied a slight outerglow. i pasted the iris to on its own layer n radial blured that too with a selection around it!!
i used custom brushes 4 the eyelashes (on a new layer) but i only used theyr form ..so each eyelash on its own layer..ctrl+click on the layer thumbnail to load its form now u have a selection in the form of an eyelash make a new layer then go to filter/render/clouds again ..after that u can delete the layer with the custom eyelashes with the selction still active radial blure the clouds filter deselect and the radial blur again..i needed no selection cuz the eye is filling the whole image
but keep in mind that radial blur uses the center of the layer or selection for the center of the bluring if u need a selection its center should b under the eyelashes(when u r at the upper one) but over it at the lower ones:)). i forgat that i used after each clouds filter a filter/sharpen/unsharp mask..or u can use levels 4 more contrast..n after u blur the eyelashes boost up the brightness cuz it will look cooler. i also made a duplicate of each eyelash filled it with gray and placed it under
last step draw a selection arround the eye(on the layer with the picture) select inverse the change the skin color with hue and saturation. if the eye seams to flat u can add some shadows to make it more 3d. the whole thing consists out of clouds filter n radial bluring. its kinda my own idea i seen this used to create star burst effect but i thought it would look cool creating eyes too. sry 4 the late reply n i hope i could explain clear enough
