It has all those capacitors because it actually takes around 160mfd to phase shift it to run on 2 phase power. I was sizing the capacitors from my capacitor shelf and ordered 2 80mfd caps to run it. It actually could use a bit more then that to get it going quicker but 160 seems to run in a sweet spot in terms of power use once it gets going.

Can those sealed bearrings be removed? If so you can try Napa auto parts and see if they can match up a pair of new bearrings for your motor.
They sell replacement bearrings for alternators over there and I was able to get replacement bearrings for my Fasco ceiling fan there.

The ILG fan has a slow startup. Never seen those before. The ones I'm use to are the quick startups. This one is unique in its own way.
Oh, that white fan in the video is a Post-1950's model Reed, made in New Orleans.
