If he couldn't see the truck telegraphing that he was going to change lanes, then doing it well ahead of the motorcycle, then was dumb enough to continue on his present course without slowing, then doing what he did, he's an idiot.

In Germany if you're driving along in the fast lane and someone is going faster behind you they flash their lights you move in the US if you're going faster than someone in the fast lane they will pull out in front of you just to block you. Even if that truck driver was not paying attention, you should have used your horn to warn him that you are approaching him from behind, and to slow down just for your safety. That driver (in a silver pickup truck) wasn't using his turn signal either which is required by law. He must use his right turn signal BEFORE attempting to do a lane change. If he did that in front of a motorcycle officer, he will be getting a ticket for illegal lane change without using his turn signal.
