Releasing an extra couple hundred thousand barrels per day is nothing but pandering to GWB in an election year. There is no oil shortage. Production levels have been meeting demand for some time. Bush just wants to create an excess that will speciously force things down. The real question is what is driving the oil price up, and the blame for that lies squarely with the Fed. Bush just doesn't want to accept the blame for that so is blaming the Saudi's, speculators, and supply and demand factors.

Funnily enough the book is called 'Rentier State'. For someone who comments on the economics of the Arab Gulf the theory of the rentier state is assumed knowledge. But I see you're American so its unfair of me to assume any basic knowledge of international affairs.
