Bush just wants to create an excess that will speciously force things down. The real question is what is driving the oil price up, and the blame for that lies squarely with the Fed. Bush just doesn't want to accept the blame for that so is blaming the Saudi's, speculators, and supply and demand factors.
They're putting it into sovereign wealth funds that are buying up physical-America. That's far better for them than investing in Treasury notes, which are depreciating more and more each day.
The only worthy investment for a state in the long-term is in human capital. The dilemma of the rentier state still applies when it comes to wealth funds.

Saudi Arabia knows that increasing oil prices will lead to a huge increase in alternative fuels and a reduction in oil dependency.
This is the last generation of such a dominant oil market and I hope the Gulf states are saving their money.
