For instance, most people do not realise that the "banned list" cannot be known to general public. It is effectively a secret list that no one can check up on. It then fines you for linking to a secretly banned webpage. The leaked list showed that sites were banned for reasons such as being too anti-government-policy. If it was an open process then nobody would worry about it. It's the secretiveness of it that's a huge issue.
