When the economics fails it becomes necessary for the community to come together and solve these sanitary problems. 50-60 volunteers digging trenches, installing leach fields, cisterns, etc... is not impossible to do without money. Throw a chlorine tablet down the well every once in a while and you've mildly stabilized the coliform situation. Things can get done when people cooperate with one another.
We have the cleanest tap water in the world here in Finland.
We even bottle it and sell it to the countries like Saudi Arabia and in Northern Africa.
P.S. Despite of all the deaths caused by deseases and disasters in 3rd world countries, when you look at the demographics the population is fucking exploding over there. There will be twice as much people in 30 years in Africa alone. Nature is trying to controll the pop. but the west is helping to destroy the planet.
