Jacob's intentions are as clear as if he had shouted them in their faces: He wants to show Bella that he's giving her up, because he loves her that much. He said so in the end of Eclipse. But the real reason is that he isn't 'fighting fair' like Edward supposedly is. He wants to leave Bella the impression that he loves her more than Edward, and that she should choose him because he can give her up like that.

Jacob is being the annoying Jacob that I never liked when he does that. being a very obnoxious brat. Edward has his annoying moments too of course being way way way too overprotective, but that's Edward always going to extremes for Bella.
