It's "Garden City" from John Tesh... Same album as The news open cut is on. That track is "Shock". They also used a cut off that same album for The War segment.
I think it was for budget reasons. From what I remembered it was expensive to run a whole hour of a 5:00 newscast, on top of a whole hour of a 6:00 newscast. WHDH/NETV was almost in bankruptcy at that time.
For those of you that don't remember....WHDH was a former CBS affliate while WBZ was an NBC affliate. This was until these two Boston stations switched networks together in 1994.
Some trivia, WHDH's logo at the time was designed by the legendary graphic design firm Charmayeff & Geismar. C&G also designed the NBC logo, which as you know WHDH would later affiliate with.
I don't remember Edye Tarbox, but I do remember Rehema Ellis.

I remember an Edye Tarbox- a vj at VH1 back in the mid 1980's, but I'm not sure if that's her or not.

So was it by late 1991/early 1992 that they got the Gari theme?

Poor Todd Gross. That terrible channel 7 manager had him fired and as a reward for his service he was escorted out of the building..

Why was he fired??? I always wondered why he seemed to just not appear on air one day--very mysterious.

Nope, he was given the axe in 2005. I believe he permanently moved out to Salt Lake City.

How come channel 7 in Boston didn't have a 5:00 newscast back in 1991?

Heh, today's Herald (3/26/07) has a story on a cop who committed suicide in December harkening back the Roslinadale bombing.
