If anything is k 4 "A" & restricted 4 "B" while A=B in any meanings. The simple logic lead us 2 the conclusion that "A" is trying 2 unbalance "B" & this is not the end of the story. "B" will definitely try 2 react, according 2 Newton "Every action has an equal & opposite reaction". Such opposite reaction effects both "B" & "A". If some countries have right 2 strong their attack through Nuclear Bombing. Then other countries hav equal right 2 use it whether 4 defense or 4 attack.
