2. If CPUs really could learn, don't you think it would be advertised somewhere? I mean, I can't think of a reason not to mention it for marketing purposes.

3. This game has been hacked to bits, including AI, no evidence that CPUs learn exists in the code.

assuming your statement number 3 is true and that no proof of them learning has been found, can you explain why my CPUs "teabag" me after they get a kill?

Originally when I played against CPUs after killing them i would crouch, stand up, crouch, stand up (as though I was teabagging their body).

Now when they kill me, they do the same. So trust me, they most definitely do learn.

And there is video proof of this happening, so message me or look it up on youtube.
