Japan wasn't exactly the good guy during the war. A defeat in the Pacific would probably have meant the USA would have back out of Europe. And there is no way Germany was going to be defeated without the USA.
@socomsix19 The Soviet/Russian Navy is a Fire-And-Forget weapon, good for a single use. I spent much of my military career flying over the Soviet Far East Fleet, (when it could actually get out of anchorage under it's own power, that is) painting nice little target circles over them.
It's a bit of both. They don't want to do anything that will change history on one hand, but on the other they're technically a Japanese ship and are supposed to follow orders. Even though they exist outside the WW2 Japanese navy.
