This song is actually about the time he spent crashing at a friends flat on Baker Street.
He wrote the song during the period of his life when he was trying to remove himself from a contract with his former band, Stealers Wheel. This was the first single he released after three years of not being able to record, again because of former contract obligations. In the 3 years he spent time between his home and the aforementioned friend on Baker St.

Gerry Rafferty was from Scotland not England. Baker Street was his message about hating the fame but it was so much of a hit that it brought more of the fame he hated. He will be sadly missed by so many of his fans across the world. RIP.
@KelsoPhotography He didn't hate it so much when he was cashing those royalty cheques. Typical of many celebs, claim they hate "the fame". If you hate something so much don't do it. Nothing to stop you getting a regular job and living a regular life like the rest of us. Granted, you won't be able to buy a rolls royce with such wages.
Wow - outside of the cars and buses that could be a street in any city in the US. So many people in shorts and jeans! London wasn't that casual 20 years ago when I was there.
I love the video. I got to visit Baker St. a few years ago when I was in London.
