The first one says "Pas question" (French for "No way") and the other says "J'ai envie" (French for "I want") and cuts the first one off at the last syllable. So what you hear is "Pas quest-J'ai envie", which mean absolutely nothing. :v I assume it's French because the other sample is very clearly "Viva la révolution" said with a strong French accent.
