According to the movie/documentary, "Cocaine Cowboys," the police dept. in Miami took out an ad to hire which said must have a clear record for the last 3 years, no one showed up. The Dept. lowered it to two years, still nothing.

The last ad said they had to clean for one year and that's when many new officers were finally recruited.

When I was very young there was always the same cop on the beat in the neighborhood. Everybody new him and he knew everybody. The cop that walks the beat in neighborhoods was highlighted in, "A Tree Grows in Brooklyn."

We need to go back to what worked. The cop on the beat, who was part of the community, was true homeland security.
