Nomonarqui, I am from La Paz and very colla. Even though the problem may have racial overtones, it's a mistake to describe it as purely racial. Regardless of race, there have always been differences and rivalry between collas and cambas. Traditionally, the "elites" were based in La Paz and the image that Bolivia projected culturally (music, etc) was that of the Andes region (llamas, mountains, quenas, etc). Cambas have all the right to resent that. That's all rational and can be discussed.

There has always been racism among collas as well. Evo's government had the opportunity to improve all that. Instead, it's blaming all evil in the world on the U.S. and playing the easy role of victims rather than trying to create consensus, (NOT antagonisms) to solve problems (decrease corruption, improve economy and education, redistribute wealth, etc). The wealthy are not going to abandon their wealth. Neither should they as long as they produce and create wealth for others.
