I also liked VT board paying thousands to lawyer for investigation and was told, "I DID THE RIGHT THING!" This tape does not surprise me.
My experience within the system impacted all poor students. Ruby Paine's research also points to the middle class educated teacher not able to speak the language of the poor. When I was on a reservation, it was the all time worst abuse of administrators in power unwilling to support the students and parents. In VT, the power lay with a strong community of educated lesbians. They were brutal towards the poor. More concerned with their agenda than the students education.
Then take action and support independent educators like myself. Many of us left public education in order to get away from this issue of "rewarding" the tenured lazy teachers and school counselors that did nothing. Support independent educators.

Why didn't they, with all the money given to them over the years, fail to educate blacks. Are we just minimum wage workers for small business owners to get rich off? Whites are losing their power. If blacks don't improve themselves they'll leave us behind. Why do public schools fail blacks? Who allows it? Tell everyone.

An IEP is an Individualized Education Plan, and is part of the IDEA legislation that preceded No Child Left Behind. It is for helping children with special needs, or learning problems (most of which are reading and math difficulties for otherwise normal intelligence children).
The first teacher was my 7th grade social studies teacher.
