No its not. A draw is a match that cannot produce a result, which must be a timed game, like a test match or 4 day game. a tie is when both teams score the same amount of runs, whether this is over one innings(an odi or t20) or 2 innings (a test or first class match). you cant have a draw in a lmited overs game, because whoever scores the most runs wins.
