I think the Announcer took GLaDOS's place as having some of the most classic lines in the game. Part of the reason GLaDOS's lines were so funny in the first Portal was because they sounded like they were supposed to be scripted, which made them that much more absurd. The Announcer has taken over her prior role, so his lines are funny for much the same reason.
