This video is not just insane, it is actually about insanity. A woman is going to jump off a building but a doctor (of questionable credentials, alluding to the fact that some distrust psychiatrists and psychologists) takes her away to a hospital (actually an insane asylum) where the doctors initially consider chemicals (the various medications for mental illness) remove the source of her irritation through seemingly brutal means (referring to electroshock therapy).
