no he didnt have to use acetate, as the description said, fiji water is one of the companies that have pure enough water to do this, supercooling is being able to take a substance and get it below freezing tempature without having it change physical properties. but i am unsure why a tap or physical jult would cause it to freeze, but the water before the jult is actually below freezing
