That being said, you might be right about the rigors of necessity. I remember some time I spent in another country where one group (minorities) could speak the major languages of the land whereas the majority group didn't have to and were thus, monolingual.
Nearly all of the Japanese being interviewed speak perfectly acceptable English (better even then some Americans I know). In episodes where Germans are interviewed you're lucky to get 50:50.

no he is right it actually has to do with the incorparstion of english words during the industilization in 1900 and the occupation after WW2
