Here's a clue for dealing with poverty. look at the rest of the world. It can't give you an idea what to do, but it can give you an idea what not to do. Among these what not to do: state socialism, corporate capitalism and corporatism, social democracy, progressive liberalism, fascism, etc. These never solved poverty.
I'd suggest they have a go at libertarian socialism or classical liberalism. Never been tried before in a country, might work.
