Yes, Mexico city is indeed a very modern city. Also the 8th richest city in the world (8th GDP). Of course, the city faces many problems, and the size of the city makes it even harder to fix them. For starters, having close to 30 million inhabitants is a big challenge for the government (most places say it has 20 million, but they're not counting the whole metropolitan area). I'd recommend seeing: Mexico city Mega-cities & you'll see why Mexico is as it is today.
