Outing Plame was not the charge which Libby was charged with, he was charged with lying in the investigation of how Plame was outed to protect those responsible for outing Plame and he was convicted on 4 out of 5 of those charge. The pesky facts are that many crimes took place in that whole ordeal and ol' Scooter is the fall guy taking all the brunt of punishment for his bosses.
